About this file

This is a conceptual site plan exhibit for a Request for Proposal issued by the City of Santa Cruz for design services related to the Coral Street Residential Substance Use Disorder Navigation Center. The project requires comprehensive design services including conceptual plans, schematic design, and complete construction drawings for a new 50-bed residential treatment facility located at 125 Coral Street in Santa Cruz, California. The facility will provide low-barrier, service-enriched shelter with behavioral health services targeting individuals and families with substance use disorders, operating at ASAM treatment levels 3.1, 3.2WM, and 3.5. The design must accommodate a commercial kitchen, parking facilities, and building management systems while maximizing residential treatment capacity within existing zoning restrictions on the 27,835-square-foot General Industrial-zoned property with a 50-foot height limit. The design team must be capable of executing Design-Bid-Build project delivery, including construction administration and bidding services. Proposal submissions are due December 4, 2025, at 4:00 pm, and the City anticipates a five-year contract with potential renewal options.

The project is funded through a $30 million grant from the California Department of Health Care Services Bond Behavioral Health Continuum Infrastructure Program. The facility is positioned adjacent to the existing Coral Street Campus operated by Housing Matters and is designed to serve approximately 521 clients annually with an average stay of 5 weeks and 90% bed utilization. Primary referral sources include the adjacent Coral Street campus and the local justice system, with services delivered by a multidisciplinary team including therapists, counselors, nurses, and support staff. The City purchased the project site in 2022 for three million dollars. No specific set-aside designations or restrictions on responding organizations are explicitly outlined in the procurement documents. The facility addresses a documented need, as 22% of homeless individuals in the 2024 Point in Time count identified substance use disorder as their primary condition leading to homelessness.
