About this file

This document is a site plan exhibit for the City of Santa Cruz's Request for Proposal for design services related to the Coral Street Residential Substance Use Disorder Navigation Center. The project requires a comprehensive design team to develop conceptual plans, schematic design, and complete construction drawings for a new 50-bed residential treatment facility located at 125 Coral Street in Santa Cruz. The facility will serve individuals and families experiencing homelessness and substance use disorders across ASAM treatment levels 3.1, 3.2 WM, and 3.5, with services including behavioral health, counseling, nursing care, and support for justice-involved populations. The project site encompasses approximately 27,835 square feet of land zoned General Industrial with a 50-foot height limit, positioned adjacent to the existing Coral Street Campus operated by Housing Matters. The design must accommodate a commercial kitchen, parking, building management systems, and maximize residential treatment capacity within existing zoning constraints while incorporating sustainable design elements. Proposal submissions are due December 4, 2025, at 4:00 pm, with the contract term anticipated to be five years and subject to potential renewal options. The Design-Bid-Build project delivery method is required, and the selected design team will provide construction administration and bidding services.

The project is funded through a $30 million grant from the California Department of Health Care Services Bond Behavioral Health Continuum Infrastructure Program, representing a significant public investment in behavioral health infrastructure. The facility is projected to serve approximately 521 clients annually with an average stay of five weeks and 90 percent bed utilization. The City of Santa Cruz purchased the project site in 2022 for three million dollars with the strategic intent of providing 24/7, temporary, non-congregate shelter and service-enriched care. Primary referral sources will include the adjacent Coral Street Campus and the local justice system, with services delivered by multidisciplinary teams of existing service providers, Housing Matters, and County Health Services Agency staff trained in trauma-informed care. The RFP does not specify set-aside designations or organizational restrictions for responding parties.
