About this opportunity

The City of Palo Alto's Public Works Department is soliciting statements of qualifications from professional firms to provide comprehensive services for the Palo Alto Airport Terminal Project. The procurement seeks a multi-disciplinary consultant to deliver design, engineering, grant management, environmental, planning, and construction management services for replacing the existing 1,360 square foot pre-fabricated modular terminal building. The project aims to develop a new approximately 9,500 square foot terminal building, with final size to be determined during design phase in coordination with the FAA and City Planning. Proposers must demonstrate specific minimum qualifications, including being licensed professional engineers in California, having completed five terminal design projects within ten years, three grant payment request projects in the Western-Pacific FAA region within five years, and three CEQA/NEPA environmental documents within five years. The evaluation will be conducted by a selection committee using weighted criteria including experience and qualifications, project management approach, project team capabilities, reputation, and organizational capacity. Key procurement dates include a questions deadline of July 7, 2023, statements of qualifications due by July 21, 2023, short-listing by July 25, 2023, optional interviews on July 27, 2023, and a notice of intent to award on July 28, 2023.

The procurement includes Disadvantaged Business Enterprise (DBE) participation requirements and will be subject to federal contracting provisions including Davis-Bacon Act prevailing wage regulations and Buy American preferences. The contract will have a five-year term from execution, with compensation structured as not-to-exceed amounts and potential additional services authorized through task orders. The project may involve multiple grants and is likely subject to federal, state, and local funding processes, which could introduce additional compliance requirements. Proposers should be aware that the City reserves the right to award one or multiple contracts and to initiate additional procurement actions for any included services. While specific budget ranges were not explicitly detailed, the comprehensive nature of services and potential five-year contract duration suggest a significant professional services investment. All submitted proposals will become public records upon recommendation to the City Manager or City Council, with the exception of materials specifically marked as confidential trade secrets. Insurance requirements are stringent, mandating coverage from insurers with an AM Best's Key Rating of A-:VII or higher, with specific minimum liability limits across multiple insurance categories.
