About this file
The document is a Request for Qualifications (RFQ) issued by the City of Palo Alto for design, engineering, planning, environmental, and construction management services for the Palo Alto Airport Terminal Project. The RFQ (No. RFQ187783) seeks qualified consultants to provide comprehensive services for replacing the existing 1,360 square foot pre-fabricated modular terminal building and a 1,400 square foot building previously occupied by Civil Air Patrol. The project aims to develop a new approximately 9,500 square foot terminal building, with the final size to be determined during the design phase in conjunction with the FAA and City Planning. Key dates include a questions deadline of July 7, 2023, and Statements of Qualifications due by July 21, 2023. The contract will have a five-year term from the date of execution, with the potential for multiple grants and local approvals.
The RFQ emphasizes the need for a consultant with expertise in airport terminal design, engineering, environmental analysis, and construction management. Proposers must demonstrate qualifications such as having a Professional Engineer licensed in California, experience with terminal design projects, airport planning, and familiarity with FAA regulations. The selection process will involve a scoring phase evaluating experience, project management approach, team qualifications, reputation, and capacity. The project is likely subject to federal, state, and local funding processes, with potential compliance requirements including prevailing wage regulations, disadvantaged business enterprise participation, and various federal contracting provisions. The City reserves the right to award multiple contracts and to adjust the project scope as needed.

SECTION 2 AIRPORT OVERVIEW
The Airport is a single-runway general aviation airport located within the urban limits of the City of Palo Alto, County of Santa Clara, State of California about 30 miles south of San Francisco.
The majority of operations are generated by light single-engine and twin-engine piston aircraft.
The Airport serves as a reliever airport to Norman Y. Mineta San Jose International Airport and San Francisco International Airport to handle overflow of general aviation aircraft demand.
The Airport has approximately 170,000 annual operations. It has two fixed-base operators (the “FBOs”) providing a full range of services to general aviation pilots and aircraft. The Airport has a capacity to accommodate up to 510 based aircraft, including approximately 30 spaces needed to accommodate long-term transient aircraft at the airport for maintenance and other purposes.
The Airport includes miscellaneous airport buildings, including a small general aviation terminal building and the FAA Air Traffic Control Tower.
