The scope encompasses site analysis, trail design using natural surface construction methods, environmental compliance, permitting coordination, and full construction implementation. The project is structured in two phases: Phase 1 includes design, trail feature and alignment development, pricing, and permitting services; Phase 2 covers completion of design, material and equipment procurement, construction, demolition, abatement services, start-up, testing, commissioning, and warranty services. Deliverables include detailed design plans, construction drawings, environmental impact assessments, and a constructed facility ready for public use. The design-build team must demonstrate experience with sustainable trail design, proper drainage systems, and adherence to international mountain bike trail standards.

The owner's budget is $700,000, representing the maximum price for Phase 1 and Phase 2 services unless the City agrees in writing to an amendment. Phase 1 Services compensation is specified in Exhibit B; Phase 2 pricing shall be established during Phase 1 on an open-book basis and submitted as a Proposal for Owner acceptance. The Contract Price for Phase 2 may be structured as either a fixed lump sum or Cost of the Work plus Design-Builder's Fee subject to a Guaranteed Maximum Price, at the City's sole election.

The Scheduled Substantial Completion Date will be determined in the Contract Price Amendment, with Final Completion required within thirty days thereafter. The design-build team must submit Performance and Payment Bonds, each in an amount not less than 100% of the Contract Price/GMP within fifteen days of contract execution. Retainage is set at 5% of each payment, reducing to 2.5% once 50% of the work is satisfactorily completed. Monthly Applications for Payment are due on the fifteenth of each month, with Owner payment within thirty days of approval. The City's Senior Representative is Stephen Bentley, Director of Raleigh Parks, Recreation and Cultural Resources; the Owner's Representative is Tom Dawson, RLA, AICP, Capital Project Manager.
