About this opportunity
Atlanta Public Schools is requesting proposals for design-build services covering systems upgrades and renovations at the Center for Learning and Leadership building, with proposals due September 15, 2026 at 11:00 a.m. ET and a pre-proposal conference and site visit on August 25, 2026 at 10:00 a.m. ET at the facility (130 Trinity Avenue, SW, Atlanta, Georgia 30303). APS requires best efforts to involve qualified MWBE firms in the project.
The scope includes phased replacement of eight SWUD units to minimize building disruption, replacement of the existing cooling tower, disconnect and reconnect services for power and building automation systems, Test & Balance services (airside only), and commissioning support coordination with a third-party firm retained separately by APS. The selected contractor must hold a General Contractor's license (Qualifying Agent, not Limited Tier) from Georgia.
The contract is structured as a lump-sum agreement with a Total Stated Cost Limitation of $4,000,000. The anticipated project timeline includes Board approval and contract award by October 5, 2026; Notice to Proceed on October 6, 2026; and substantial completion by December 31, 2027. Proposals are evaluated on a 100-point scale: Experience and Background (30 points), Methodology and Approach (45 points), and Price (25 points). An offer guarantee equal to 5% of the proposed price and payment and performance bonds in at least the total contract value amount are required. All proposals must be submitted online via the Bonfire portal; email, paper, fax, and mail submissions will not be accepted. The contractor must use APS's project management software at no cost and attend all project-related meetings.
