About this file
Summary
This is a Request for Proposals (RFP) issued by Atlanta Public Schools (APS) for design-build services for systems upgrades and renovations at the Center for Learning and Leadership (CLL) building. The primary scope includes replacement of eight SWUD units in phases to minimize building disruption, replacement of the existing cooling tower, and associated power and building automation system disconnect/reconnect services. APS is also seeking Test & Balance services (airside only) and commissioning support coordination with a third-party firm retained separately by the owner. The RFP was released on August 17, 2026, with a pre-proposal conference scheduled for August 25, 2026, at 10:00 a.m. ET at the CLL facility (130 Trinity Avenue, SW, Atlanta, GA 30303), followed immediately by a site visit. The proposal submission deadline is September 15, 2026, at 11:00 a.m. ET via the Bonfire online portal. The anticipated project timeline includes Board approval and contract award by October 5, 2026, with a Notice to Proceed on October 6, 2026, and substantial completion targeted for December 31, 2027. The project requires a General Contractor's license (Qualifying Agent, not Limited Tier) from the selected contractor.
The contract is structured as a lump-sum agreement with a Total Stated Cost Limitation (SCL) of $4,000,000.00. Proposals will be evaluated on a 100-point scale: Experience and Background (30 points), Methodology and Approach (45 points), and Price (25 points). An offer guarantee equal to 5% of the proposed price is required, and the selected contractor must furnish payment and performance bonds in the amount of at least the total contract value. APS emphasizes minority and women-owned business enterprise (MWBE) utilization and requires contractors to make "best efforts" to involve qualified MWBE firms. The awarded design-builder will be required to use APS's project management software at no cost and attend all project-related meetings. Additional scope work items are detailed in Exhibit C, and the contractor must comply with APS Design Guidelines, Standard Specifications, and all applicable local, state, and federal regulations. All proposals must be submitted online only; submissions via email, paper, fax, or mail will not be accepted.
