About this opportunity
The Decatur County Board of Education in Bainbridge, Georgia, is requesting proposals for design-build services for Bainbridge High School athletic facilities improvements, with proposals due October 19, 2026, at 11:00 a.m. EST and a mandatory pre-bid meeting and site visit on October 1, 2026, at 10:00 a.m.
The scope encompasses four integrated components: a new multipurpose facility exceeding 6,500 square feet with weight training areas, dressing rooms, and synthetic turf field; a tennis court complex incorporating eight existing courts and eight new courts with spectator seating and support structures; track resurfacing to address drainage issues; and fieldhouse renovation and addition featuring upgraded locker rooms, nutrition and physical training rooms, and equipment storage. All design-build services must be performed by Georgia-licensed and authorized individuals and entities.
The RFP employs an illustrative pricing approach rather than requiring a firm fixed price at proposal submission. Respondents must submit pricing using a standardized D/B Fee Proposal format (Exhibit A) and provide an illustrative pricing example based on a hypothetical $20 million cost of work to enable consistent comparison. The final Guaranteed Maximum Price will be established after design completion using open-book, current-market pricing. Proposers must carry general liability coverage of $1 million, general aggregate of $2 million, and an umbrella policy of $10 million.
Evaluation criteria are weighted: Ability to Implement/Qualifications/Project Team (35 points), Design and Technical Approach (25 points), Financial/Pricing Consideration (25 points), and Relevant Design-Build Experience/Past Performance/References (15 points). Written questions are due October 5, 2026. Board approval of the selected firm is anticipated October 22, 2026.
