About this opportunity
The Massachusetts Department of Environmental Protection (MassDEP) Northeast Regional Office is requesting quotes for asbestos sample analysis services under the PRF77A statewide contract, with quotes due August 26, 2026. This procurement is mandatory under the Small Business Purchasing Program (SBPP); SBPP-registered businesses meeting eligibility criteria—including principal place of business in Massachusetts, at least one year in operation, 50 or fewer full-time equivalent employees, and gross revenues of $15 million or less (three-year average)—receive award preference if they meet best value criteria.
The scope requires the vendor to accept bulk asbestos samples for drop-off within a 15–20 minute drive from MassDEP NERO's Woburn office and provide analytical results using PLM Bulk or TEM Bulk methodologies within one of five turnaround timeframes: 6 hours, 24 hours, 2 days, 3 days, or 5 days. Subcontracting of asbestos sampling lab analysis is permitted. The contract term runs from July 1, 2026 through June 30, 2027, with options to extend for the life of the PRF77A statewide contract cycle.
The estimated contract value is $17,000 through the end of FY2027, with anticipated annual costs of $21,000 thereafter. This is a rate-based engagement with negotiated rates rather than a fixed price; travel reimbursement is not allowed. Funding is contingent upon appropriation by the Massachusetts Legislature or Federal Government.
All bidders must submit a completed Supplier Diversity Program (SDP) Plan committing to spending a minimum of 1 percent of contract sales with Commonwealth Supplier Diversity Office–certified diverse businesses (MBE, WBE, SDVOBE, VBE, M/NPO, W/NPO, V/NPO, DOBE, or LGBTBE). Bidders must also provide business references and comply with Commonwealth standard contract forms, EFO/AA certification, W-9 tax documentation, and electronic funds transfer requirements. Cost proposals must be organized by parameter, method, subcontracting cost, and turnaround time.
