About this file
This is a Request for Quotes (RFQ) issued by the Massachusetts Department of Environmental Protection Northeast Regional Office (MassDEP NERO) seeking analytical services for asbestos sample analysis. The department invites qualified bidders registered under the PRF77A statewide contract to provide bulk asbestos sample analysis services using appropriate methodologies such as PLM Bulk and TEM Bulk. The contract is designated for FY2027, running from July 1, 2026 through June 30, 2027, with options to extend for the life of the PRF77A statewide contract cycle. Key requirements include the ability to accept physical sample drop-offs within a 15-20 minute drive from MassDEP NERO's Woburn office and provide analytical results within one of five turnaround timeframes: 6 hours, 24 hours, 2 days, 3 days, or 5 days. Bidders must identify the specific laboratory within the required distance and may subcontract the asbestos sampling lab work.
The estimated contract cost through the end of FY2027 is $17,000, with anticipated annual costs of $21,000 thereafter. This procurement falls under the Massachusetts Small Business Purchasing Program (SBPP), which is mandatory for procurements with annual values of $250,000 or less. SBPP-registered businesses with principal places of business in Massachusetts that meet eligibility criteria—including at least one year in operation, 50 or fewer full-time equivalent employees, and gross revenues of $15 million or less based on a three-year average—will receive award preference if they meet the best value evaluation criteria. All bidders must provide cost proposals organized by parameter, method, subcontracting cost, and turnaround time.
