Questions must be submitted through the portal by December 29, 2025, at 5:00 PM, with an anticipated notice of award on January 6, 2026, and a project completion deadline of February 27, 2026.
The contract is funded through the U.S. Department of Housing and Urban Development's Community Development Block Grant Program, which imposes specific environmental review and expenditure requirements. No specific set-aside designations for disadvantaged enterprises were explicitly noted in the documentation. Contractors must possess a minimum of five years of experience under their current business name and hold a valid Scranton contractor's license. Insurance requirements include workers' compensation, employer's liability ($500,000 minimum), comprehensive general liability ($1,000,000 per occurrence), and comprehensive automobile liability ($300,000 per person), with the City named as an additional insured. Prevailing wage rates apply as the project exceeds $25,000 and uses grant funds, requiring registration with Pennsylvania's Department of Labor and Industry and certified payroll documentation. Liquidated damages of $150 per day will be assessed for failure to complete the project within 90 days of commencement. While a specific budget was not detailed, contractors must provide a bid bond equal to 10 percent of the contract amount, with performance and payment bonds of 100 percent required upon award.
