About this file
This is a Demolition Environmental Screening document prepared by the City of Scranton, Pennsylvania, for the demolition of the structure located at 915 Euclid Avenue. The environmental screening form documents that the property will be cleared and stabilized following demolition, with the city maintaining the vacant site afterward. The structure does not require a separate environmental review based on the screening results, as it does not meet criteria triggering additional reviews, including that it is not located within major block boundaries affecting more than 10 percent of block area, does not appear on the SARA or EPA CERCLIS lists, is not greater than 45 feet tall, and is not located in the 100-year floodplain. The City of Scranton Department of Business Administration is seeking sealed bids for the demolition project, with bids due by 10:00 a.m. on Tuesday, January 6, 2026, and opening to occur in City Council Chambers on the 2nd Floor of City Hall. The bid submission process will occur through the City's e-Procurement Portal at https://secure.procurenow.com/portal/scrantonpa, and prospective bidders must register and follow the project to receive addenda notifications and participate in the bidding process.
The environmental screening determined that the Section 106 consultation with the State Historic Preservation Office (SHPO) concluded with a determination of "no historic resources present" on December 8, 2025. The document confirms that regardless of the structure's age, a pre-demolition inspection will be conducted to determine the presence of lead-based paint and asbestos, and the City will ensure all work complies with federal, state, and local demolition and hazardous materials disposal laws. The screening was approved by City Planner Donald King on December 9, 2025, allowing the project to proceed without requiring a separate environmental review.
