About this file

This is a State Historic Preservation Office (PA SHPO) clearance letter from the Pennsylvania State Historic Preservation Office to the City of Scranton Department of Housing and Urban Development regarding the demolition of 915 Euclid Avenue in Scranton, Lackawanna County. The letter confirms completion of the environmental review process for Project #2025PR05783.001 and provides clearance for the proposed demolition project. The review was conducted in accordance with Section 106 of the National Historic Preservation Act of 1966 and Pennsylvania state historic preservation requirements, including the Environmental Rights Amendment and the Pennsylvania History Code. The project involves demolition of the structure at 915 Euclid Avenue with sealed bids due by 10:00 am on Tuesday, January 6, 2026, to be opened in City Council Chambers at City Hall. Prospective bidders must register on the City's e-Procurement Portal at https://secure.procurenow.com/portal/scrantonpa to access the Invitation to Bid and submit proposals.

The PA SHPO determination concludes that no above-ground historic properties listed in or eligible for listing in the National Register are present in the project area of potential effect, therefore no above-ground historic resources will be affected by the demolition. Regarding archaeological resources, the office determined a high probability that prehistoric and/or historic archaeological resources exist in the project area but concluded the proposed project will have no effect on such resources, provided that excavation is limited to removal of the foundation and clean off-site fill is used. The clearance letter requires reinitialization of consultation with PA SHPO should project plans change or new historic property concerns arise. Questions regarding above-ground resources should be directed to Sara-Ladd Manley at samanley@pa.gov, with the same contact available for archaeological resource inquiries.

Dear Submitter, Thank you for submitting information concerning the above referenced project. The Pennsylvania State Historic Preservation Office (PA SHPO) reviews projects in accordance with state and federal laws. Section 106 of the National Historic Preservation Act of 1966, and the implementing regulations (36 CFR Part 800) of the Advisory Council on Historic Preservation, is the primary federal legislation. The Environmental Rights amendment, Article 1, Section 27 of the Pennsylvania Constitution and the Pennsylvania History Code, 37 Pa. Cons. Stat. Section 500 et seq. (1988) is the primary state legislation. These laws include consideration of the project’s potential effects on both historic and archaeological resources.

Above Ground Resources No Above Ground Concerns - Environmental Review - No Historic Properties - Above Ground

Based on the information received and available in our files, it is our opinion that there are no above ground historic properties (resources listed in or eligible for listing in the National Register) present in the project area of potential effect. Therefore, no above ground historic properties will be affected by the proposed project. Should the scope of the project change and/or new information be brought to your attention regarding historic properties located within the project area of potential effect, please reinitiate consultation with our office using PA-SHARE.

For questions concerning above ground resources, please contact Sara-Ladd Manley at samanley@pa.gov.

Archaeological Resources No Archaeological Concerns - Environmental Review - No Effect - Archaeological - Demolition and No New Ground Disturbance

There is a high probability that prehistoric and/or historic archaeological resources are located in this project area. In our opinion, the proposed project should have No Effect on such resources, provided that excavation is limited to the removal of the foundation and that clean off-site fill is used. Should project plans change and/or should you be made aware of historic property concerns, please reinitiate consultation with our office using PA-

SHARE.

For questions concerning archaeological resources, please contact Sara-Ladd Manley at samanley@pa.gov.

Sincerely, Barbara Frederick Environmental Review Division Manager
