About this opportunity
The City of Temple, Texas, acting as the procuring entity for Bell County, has issued Invitation to Bid (ITB) #61-02-26 for the demolition of structures at four residential locations: 517 S Knob Street, 507 N 12th Street, 717 N 8th Street, and 603 S 6th Street. The scope of work includes the complete demolition of four residential structures, one accessory structure, and one stand-alone foundation, with all work to be completed within 30 calendar days of the Notice to Proceed. Deliverables encompass selective demolition, debris removal, concrete removal including driveways and approaches, elimination of structures within encroached alley areas, removal of chain-link fencing while preserving adjacent wooded privacy fences, proper disposal of all materials, and backfill and surface drainage to prevent water accumulation and direct drainage to approved locations. The City will coordinate utility disconnections, and contractors must verify disconnection prior to demolition, file 10-day asbestos notifications with the Texas Department of State Health Services, and obtain required City permits with waived application fees. A pre-bid meeting is scheduled for Wednesday, March 18, 2026, at 10:30 a.m. CST with property access permitted; written questions must be submitted by Tuesday, March 31, 2026, at 12:00 p.m. CST; and bids are due by Thursday, April 7, 2026, at 2:00 p.m. CST via the Euna Procurement portal or as sealed paper copies to the City of Temple Purchasing Department. Bidders must submit lump sum pricing for each property location and comply with comprehensive requirements including prevailing wage standards under the Davis-Bacon Act, Workers' Compensation insurance, Commercial General Liability coverage of $500,000 per occurrence, and Comprehensive Automobile Liability of $500,000 per occurrence. Evaluation criteria include bid pricing, contractor qualifications, experience with similar demolition projects, financial capacity, and compliance with all federal, state, and local regulations.
This procurement is funded through Community Development Block Grant (CDBG) funding and accordingly includes restrictions requiring bidders to certify compliance with federal civil rights laws, Equal Employment Opportunity requirements, Section 3 provisions regarding local training and employment opportunities, non-segregated facilities clauses, and affirmative action standards for handicapped workers. Bidders must submit completed and notarized Statements of Bidder's Qualifications, CDBG Noncollusion Affidavits, Conflict of Interest Questionnaires, CDBG Contractor Certifications, and Federal Vendor Certification Forms as part of their bid response; bidders must also authorize credit checks and provide company information, authorized personnel identification, and three customer references if they have not provided like-kind services to the City within the past three years. No incumbent vendors or current contractors are identified, and no existing infrastructure or technology integration requirements are specified for this project. The estimated probable cost for the entire demolition project is $32,994, funded through CDBG sources, with liquidated damages of $63 per day assessed for delays beyond the scheduled completion date. Contract award is anticipated in April 2026, and payment will be made within 30 days of final acceptance of the work.
