About this file
This is a CDBG Noncollusion Affidavit of Prime Bidder form for the City of Temple, Texas, required for submission with bids related to the demolition of structures at four residential locations: 517 S Knob St, 507 N 12th St, 717 N 8th St, and 603 S 6th St. The affidavit serves as a sworn statement affirming that the bidder's submission is genuine and has not been developed through collusion, conspiracy, or unlawful agreement with other bidders. The work scope includes demolition of four residential structures, one accessory structure, and one stand-alone foundation, with completion required within 30 calendar days of the Notice to Proceed. The estimated probable cost for the project is $32,994.
The affidavit requires the prime bidder or an authorized representative to swear under oath that the bid price is fair and proper and has not been influenced by any collusive arrangements affecting pricing, overhead, profit margins, or other cost elements. The affiant must confirm that neither the bidder nor its officers, partners, owners, agents, employees, or parties in interest have engaged in any communication or agreement to fix prices or secure unlawful advantages. The form must be notarized and signed by the affiant, with the notary public providing their commission expiration date. This CDBG-funded project is subject to federal requirements for non-collusive bidding practices to ensure competitive integrity and fair procurement.
