About this opportunity
The City of Austin Parks and Recreation Department, in conjunction with the Austin Transportation and Public Works Department, is soliciting bids through Invitation for Bid (IFB 8600 BYS1053) for the purchase and delivery of decomposed granite gravel to be used as surfacing material on hike and bike trails and designated park areas throughout the city. The gravel must be red to dark pink in color with a maximum gradation of one-quarter inch minus and must be delivered in end-dump trucks within 24 hours of receiving a delivery order, with an estimated annual quantity of 7,250 tons. The selected contractor must maintain staffed customer service available Monday through Friday from 7:00 AM to 5:00 PM, respond to all city requests within three hours, and be responsible for all equipment, materials, labor, tarping of deliveries, and any damage caused by its personnel or equipment. Offers are due on Tuesday, April 28, 2026 at 2:00 PM CT, with bid opening at 3:00 PM CT, and questions must be submitted by Friday, April 10, 2026 at 5:00 PM CT. The initial contract term is 24 months with the option for up to three additional 12-month extensions at the city's sole discretion, with pricing submitted on a fixed unit price basis and potential for annual price adjustments after the first 12 months based on the Producers Price Index for nonmetallic mineral mining and quarrying. The city reserves the right to award a single contract or make multiple awards among the lowest and most responsive bidders based on individual line items, groups of line items, cost, or other criteria deemed advantageous, and will consider best value pricing with local and small business discounts of 5 percent for bids up to $500,000 and 3 percent for bids between $500,000 and $50 million. Contractor qualifications must include at least three verifiable references from customers to whom the offeror has provided the same or similar services within the last five years, demonstrating a record of positive past performance.
No Minority-Owned or Women-Owned Business Enterprise (MBE-WBE) subcontracting goals apply to this solicitation, as the Small and Minority Business Resources Department determined that insufficient subcontracting opportunities and insufficient availability of M/WBE certified firms precluded the application of such requirements. However, the city has established optional local business and small business preference programs that encourage participation from entities with headquarters located within the Austin-Round Rock-San Marcos Metropolitan Statistical Area (encompassing Bastrop, Caldwell, Hays, Travis, and Williamson counties) and from small businesses holding recognized US Small Business Administration certifications. All employers bidding on this city contract must complete the Employer Certification for the Wage Theft Ordinance Responsibility Criteria, certifying under penalty of perjury that the firm has not been adjudicated for wage theft-related incidents within the five years preceding the solicitation posting date, and must complete the City of Austin Wage Theft Training within 30 days of contract award. Contractors must maintain comprehensive insurance coverage including Worker's Compensation and Employers' Liability Insurance with limits of $100,000 per accident and $500,000 by disease, Commercial General Liability Insurance with minimum limits of $500,000 per occurrence, and Business Automobile Liability Insurance with a combined single limit of $500,000 per occurrence, all provided by companies authorized to do business in Texas with an A.M. Best rating of B+VII or better. No incumbent vendor or current contractor information is identified in the solicitation documents. Payment will be made within 30 calendar days of receipt of proper invoices that reference the delivery order number, contract number, shipment location, and material weight per truck scale tickets.
