About this opportunity

The City of Garden City, Georgia is issuing a Request for Proposals (RFP) for Annual Disaster Debris Removal, Reduction, and Disposal Services to be performed under contract through December 31, 2029, with an optional two-year renewal period. The procurement seeks qualified contractors to provide comprehensive disaster debris management services including emergency road clearance, right-of-way debris management, tree and tree stump removal, private property debris removal, structure demolition, and temporary debris management site operations. The scope encompasses thirteen types of disaster debris including vegetative debris, construction and demolition debris, white goods, electronic waste, hazardous waste, abandoned vehicles and vessels, waterway debris, and soil and concrete, with estimated debris volumes ranging from 13,992 to 559,665 cubic yards depending on hurricane category severity. Respondents must demonstrate a minimum of five years of debris management experience and document the collection of in excess of 500,000 cubic yards as a Prime Debris Contractor for at least one large-scale debris-generating event with a similarly-sized jurisdiction. The City will evaluate proposals on a weighted basis including compliance (pass/fail), qualifications (30 points), ability (30 points), technical approach (25 points), and price (15 points), and anticipates awarding one or more contracts to both a Primary and Secondary Contractor. Sealed proposals must be delivered by 3:00 PM local time on Thursday, April 16, 2026, to the City of Garden City, Attn: Ben Brengman, 100 Central Avenue, Garden City, GA 31405, with questions accepted only via email to RFPquestions@gardencity-ga.gov through March 31, 2026, and direct contact between respondents and City staff or elected officials prohibited from RFP advertisement through official award.

Respondents must submit a proposal guarantee equivalent to five percent of the estimated proposal value of $500,000, along with audited financial statements for the past two years, and unit pricing for debris collection and hauling services, tree removal, private property debris removal, structure demolition, and temporary debris management site operations. Contractors must obtain and maintain comprehensive insurance coverage including commercial general liability of $1,000,000 combined single limit per occurrence with $2,000,000 general aggregate, business automobile liability of $1,000,000, and workers' compensation at statutory limits, with a ten percent retainage withheld from each invoiced amount until project completion. All respondents must comply with FEMA-related provisions, equal employment opportunity certifications, drug-free workplace certification, and Small Business Enterprise participation goals, though no specific set-aside designations limiting respondent eligibility have been indicated. The procurement does not reference any incumbent vendors or current contractors. Tipping fees and disposal fees will be passed through to the City with no markup, and the estimated contract value is based on a $500,000 proposal guarantee threshold, representing the anticipated annual budget range for these services.
