About this opportunity
Spartanburg County, South Carolina is soliciting proposals for pre-event Debris Management and Removal Services under a Request for Proposal due September 15, 2026 at 11:00 a.m. EST. The County seeks qualified contractors with documented experience in disaster and debris removal, including preparation, response, recovery, and mitigation phases of emergency situations.
The scope covers removal of excess green waste and bulk refuse from county streets, rights-of-way, public parks, and public places as designated by county officials. The contractor must station a representative at the County's office or Emergency Operations Center within thirty-six hours of Notice to Proceed and mobilize equipment and personnel within forty-eight hours. Proposals must include detailed unit pricing for vegetative storm debris, construction and demolition debris, processed vegetative debris, hazardous materials, dead animal disposal, tree removal by diameter, stumps, hangers, private property demolition, white goods recycling, freon recovery, and hourly rates for equipment and personnel. Equipment must be owned, not rented or leased. Site visits to review county geography are encouraged and must be scheduled in writing with the Procurement Manager.
The contract term is three years beginning January 1, 2026 and ending December 31, 2029, with two one-year extension options for a maximum five-year period. The County reserves the right to award contracts to multiple vendors and will not necessarily select the lowest cost proposal, instead choosing the responsive and responsible proposer offering the best overall value. Evaluation criteria are weighted equally at twenty percent each across experience, technical capabilities, equipment owned, reasonableness of price, and references. The County may conduct oral presentations and question-and-answer sessions with selected proposers.
The contractor must maintain commercial general liability of $1 million per occurrence, comprehensive automobile liability of $1 million, statutory worker's compensation, employers liability of $500,000, and professional liability insurance of $1 million if applicable. A bid bond of five percent of the proposal price is required; a performance and payment bond in the full proposal amount must be furnished within three working days of award. Payments are contingent on appropriated funds and payable within thirty days of invoice receipt after County approval, though payment may be delayed up to ninety days due to state and FEMA reporting and reimbursement processes.
