About this opportunity
The Massachusetts Department of Conservation & Recreation is requesting proposals for driving range net operations and maintenance services at two golf courses—Leo J. Martin Golf Course in Weston and Ponkapoag Golf Course in Canton—under RFR DCR-002, with responses due September 4, 2026 at 3:00 p.m. EST. This procurement carries a Small Business Purchasing Program (SBPP) set-aside preference for registered Massachusetts small businesses meeting best value criteria.
Bidders must demonstrate a minimum of five years of experience maintaining driving range nets and provide three current or former customer references from the past ten years (excluding prior DCR work). Required services include repair and replacement of netting and guy wiring, routine maintenance and tightening of guy wiring, installation and movement of telephone poles, seasonal removal and installation of netting, pole stanchion repair, emergency weather-related response, and a yearly maintenance program. Companies capable of providing seven-day-per-week service and 24-hour emergency response are preferred.
The estimated annual contract value ranges from $50,000 to $150,000 depending on conditions and potential emergency or weather-related damage. The contract term is five years through December 31, 2031 with no renewal options, with an estimated start date of October 12, 2026. This is structured as a rate contract with no maximum obligation amount and no Commonwealth guarantee of minimum purchases. Vendors must maintain proposed service rates and pricing for the first two years; beginning January 1, 2029, rate adjustments may be requested subject to DCR written approval.
Evaluation criteria include vendor capacity and qualifications at both locations, emergency response capability, years of business experience, customer references, level of service availability, service rates and pricing, prompt payment discounts, and environmentally preferable products and practices. Bidders must complete the Bidder Response Form, submit pricing quotes by service line (seasonal removal/installation, net repairs, guy wire repairs, pole replacement, emergency calls), and register with the Massachusetts Department of Revenue and Secretary of State. Participation in the Prompt Payment Discount (PPD) and Electronic Funds Transfer (EFT) programs is required unless undue burden is demonstrated. Responses must be submitted electronically through COMMBUYS.
