About this file
This is an evaluation criteria document for a Request for Response (RFR) issued by the Massachusetts Department of Conservation and Resources (DCR) for driving range nets operation and maintenance services. The solicitation, identified as DCR-002 with COMMBUYS BID #BD-27-1020-DCRCU-DC250-131381, seeks qualified vendors to provide operational and maintenance services at two locations: Leo J. Martin Golf Course and Ponkapoag Golf Course. The RFR requires all responses to be submitted electronically through the COMMBUYS platform using the "Create Quote" functionality, and bidders must complete and submit the Bidder Response Form included in the solicitation attachments. All potential bidders must be registered with the Massachusetts Department of Revenue and meet state requirements for conducting business in the Commonwealth, including registration with the Massachusetts Secretary of State's Corporations Division.
Evaluation of responsive proposals will be conducted according to specific criteria including vendor capacity and qualifications to provide the outlined services at both golf course locations, ability to respond to emergencies and provide service during emergency situations, years of business experience (minimum five years required in similar services), provision of a minimum of three current and/or former customer references, level of service availability (number of days per week operations), service rate and pricing, prompt payment discounts, and environmentally preferable products and practices. Only submissions meeting all submission requirements will be evaluated and scored by the Procurement Team, with the evaluation team retaining discretion to allow minor corrections to insubstantial non-compliance issues.
