About this opportunity

The Illinois Department of Children and Family Services (DCFS) is issuing an Invitation for Bid (IFB) for the procurement of Kidde i9010 Smoke Alarm Ionization 3V devices on a statewide basis, including both DCFS offices and Purchase of Service (POS) providers. The objective is to provide working smoke alarms to protect the life, health, and safety of DCFS clients and youth, as a working smoke alarm cuts the chances of dying from smoke inhalation in half. DCFS estimates an annual usage of approximately 3,000 units, to be delivered to approximately 172 DCFS and POS offices statewide, with orders placed by approved DCFS and POS managers. The contract will have an initial term of 60 months, with an option to renew for an additional 12 months. Bidders must submit the completed IFB form, Form A or B, a 10% Business Enterprise Program (BEP) Utilization Plan, and DCFS Financial Disclosures electronically through the BidBuy system.

The solicitation includes a 10% BEP utilization goal, requiring bidders to either self-perform or subcontract 10% of the contract value to BEP-certified vendors. The contract was previously awarded to Ficek Electric for a 5-year term not to exceed $625,000, with an optional 1-year renewal not to exceed $125,000, for a total contract value of up to $750,000. The pricing for the prior contract was $18.29 per smoke alarm. DCFS will determine the lowest responsive and responsible bidder for this statewide procurement, which is critical to the agency's operations.
