About this opportunity

The Utah Department of Natural Resources, Division of Wildlife Resources is issuing a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process for a five-year hosting, maintenance, and enhancement contract for the ULTRA custom lands database system, with a public notice period ending June 23, 2026. This is a sole-source award to Timmons Group, Inc., the original developer of the system.

The justification for sole-source procurement rests on Timmons Group's exclusive knowledge of the custom-built database architecture and specifications. The Department of Natural Resources determined through prior market research that no other qualified vendors exist to perform these services, citing that Timmons Group was the only bidder on the original Knowledge Services contract for database development. The Division of Purchasing will accept vendor contests during the public notice period if other qualified vendors believe they can meet the stated specifications and provide comparable services.

The scope encompasses cloud hosting and managed services — including cloud infrastructure deployment, proactive system monitoring, and automated change management — and application maintenance and support with defect resolution and vendor coordination. Timmons Group is an Esri GIS Business Partner with over 20 years of experience and an Amazon Web Services Consulting Partner.

The estimated contract value is $250,000 over five years. The pricing structure includes a fixed monthly fee of $1,000 for cloud hosting and managed services (totaling $12,000 annually from year two forward) and Task 2 application maintenance and support invoiced monthly at hourly rates ranging from $100 to $245 depending on job category, with estimated annual costs of $38,000 to $42,000. Hourly rates increase effective July 1, 2026. Timmons Group is the incumbent provider under a prior engagement through December 31, 2026.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
