About this opportunity
The Nevada State Purchasing Division is requesting proposals on behalf of the Nevada Department of Veterans Services for a data aggregation platform and veteran benefit and resource platform under RFP 24VS-S3855, with proposals due July 7, 2026 at 2:00 p.m. Pacific Time. A mandatory pre-proposal conference and site visit are scheduled for June 8, 2026 at 10:00 a.m. in Reno, with site visit registration due June 5, 2026. Nevada-based businesses receive a five percent preference under NRS 333.3351-333.3356.
The scope requires integrating current data sources (Veteran Information System, Census Data, Veteran Benefits Administration, and Federal Veterans Administration reports) with capability to ingest additional datasets from external agencies and public repositories. The platform must feature an AI-powered eligibility engine, secure data-sharing APIs, and a mobile-first interface aggregating federal, state, local, nonprofit, and philanthropic veteran benefits with personalized recommendations and automated referral capabilities, including reporting dashboard capabilities.
The contract is anticipated to begin in November 2026 for an initial four-year term with an option for four additional years by mutual agreement. Mandatory compliance includes FedRAMP authorization at an appropriate impact level with a plan to achieve GovRAMP certification, data encryption in transit and at rest, and all data assets maintained within the United States.
Evaluation weighting assigns 75 percent to technical factors (25 percent veteran community experience, 20 percent data aggregation experience, 20 percent resource platform implementation, 10 percent reporting dashboard capabilities) and 25 percent to cost. Vendor presentations are estimated for July 29–30, 2026, with notice of award anticipated on or about October 2, 2026. Vendors must be registered on nevadaepro.com, maintain an active Nevada business license, and hold an active System for Award Management registration. Responses remain firm for a minimum of 180 days following the submission deadline. The State reserves the right to conduct best and final offers and to limit presentation participation to vendors above a natural break in relative scores.
