The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for custodial and trash removal services at the ferry service crew quarters on Vinalhaven Island under RFQ #17A 190808-035, with quotations due August 15, 2019 at 4:00 p.m. EST. This procurement is restricted to certified Work Centers as defined in 5 MRSA 1826-B.2.
The scope covers approximately 600 square feet and includes daily hygienic restroom cleaning, floor maintenance, kitchen sanitization, laundry of bed linens, and monthly deep-cleaning tasks such as floor scrubbing and hood degreasing. Semi-annual tasks comprise light fixture cleaning, high-level dusting, appliance interior cleaning, exterior window washing, and curtain laundering, charged separately per occurrence. The contractor must furnish all equipment and provide transportation for employees to and from the island; the state supplies all cleaning materials and supplies. All personnel must pass Department-approved background checks and wear identification nametags. No more than 15 percent of contract work may be subcontracted.
The previous contractor, Julia Haley, received an annual calculated amount of $7,800. Bidders must provide monthly pricing for recurring "Each Day of Service" tasks (performed weekly on Tuesdays), separate per-occurrence pricing for March/September and April/October tasks, and an hourly labor rate for supplemental services. The contract runs October 1, 2019 through September 30, 2020, with three optional one-year renewal periods through September 30, 2023. The contractor must maintain liability insurance with the Department of Transportation and facility address listed as certificate holders and comply with comprehensive insurance requirements including Workers' Compensation and Commercial General Liability ($300,000 per occurrence). A mandatory facility walk-through is scheduled for August 12, 2019 at 1:00 p.m.
