About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations on custodial services for the Department of Marine Resources facility at 194 McKown Point Road, West Boothbay Harbor, Maine under RFQ 13A 240328-224, with quotations due April 10, 2024 at 4:00 p.m. Eastern Standard Time and a mandatory pre-bid facility tour on April 4, 2024 at 10:00 a.m. This solicitation is restricted to certified Work Centers as defined in 5 MRSA 1826-B.2; only those on the approved Work Center list at bid closure may submit proposals.

The scope covers custodial services for approximately 32,400 square feet, including required routine tasks (restroom cleaning, trash removal, floor maintenance, sanitization) performed Monday, Wednesday, and Friday from 8:00 a.m. to 4:30 p.m., quarterly periodic tasks, and as-needed services available at an hourly rate. Bidders must submit pricing via Excel worksheet with a fixed monthly price for all required routine tasks and per-occurrence rates for additional services; bids submitting only hourly rates will be rejected. The State provides all cleaning supplies, equipment, and materials; contractors must supply only EPA-approved germicidal cleaners with accessible Safety Data Sheets. Background checks are required for all personnel, with up to four checks provided at no cost during the initial period and one additional check per optional extension; additional checks incur $50.00 deductions per invoice.

The initial contract term runs from June 1, 2024, through May 31, 2025, with four optional one-year extensions through May 31, 2029. The previous contractor, Peace of Mind Opportunity Services LLC, charged an annual calculated amount of $51,388.00. Award will be based on lowest price among qualified bidders. Quotations must be submitted through the State's Advantage Vendor Self Service system and include a Bid Cover Page and Debarment Form with wet or documented electronic signature, a Subcontractors/Disaster Recovery Plan, and proof of compliance with insurance requirements listing the Department and facility as certificate holders.
