About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for custodial services at the Rockland Ferry Service Terminal (517A Main Street, Rockland, Maine) under RFQ 17A 230130-176, with quotations due February 10, 2023 at 4:00 p.m. EST. This procurement is restricted to certified Work Centers as defined in 5 MRSA 1826-B.2; only Work Centers appearing on the approved vendor list at bid closure are eligible to submit.
The scope encompasses approximately 4,500 square feet requiring daily custodial services seven days per week after terminal closing at 5:15 p.m., with a minimum of 365 service days per calendar year plus additional scheduled floor-maintenance days. Routine tasks include preliminary facility cleaning, restroom sanitation, floor maintenance (sweeping, mopping, scrubbing, waxing, buffing), carpet shampooing, glass and window cleaning, lighting fixture maintenance, waste and recycling removal, and furniture cleaning. Periodic tasks quoted separately on a per-occurrence basis include high-level dusting and sanitizing, tile floor stripping and refinishing, professional carpet cleaning, window washing, and light fixture cleaning. The provider must furnish all labor, equipment, supplies, supervision, tools, and materials; develop and maintain detailed work schedules for non-daily requirements; use OSHA-approved and non-toxic, green-certified cleaning products; and maintain commercial-grade equipment. All personnel must pass background checks (the State provides up to four initial background checks at no cost) and wear identification.
The initial contract term runs April 1, 2023 through March 31, 2024, with four optional one-year extensions available through March 31, 2027. The previous contract holder was Clean Works Services LLC at an annual calculated amount of $48,356.00. Bidders must submit pricing as an Excel worksheet with the total five-year contract amount in the State's Advantage Vendor Self Service system, along with a wet-signed or electronically signed Bid Cover Page, Deformation Form, Disaster Recovery Plan, and Certificate of Insurance. The State will conduct evaluation on a best-value basis, awarding to the lowest-priced certified Work Center bidder whose costs are determined fair and reasonable. A pre-bid facility tour is available by email request to wje.allen@maine.gov by noon February 3, 2023.
