About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for custodial services at the Department of Transportation Ferry Service Crew Quarters facility in Vinalhaven, Maine, with responses due September 5, 2023 at 4:00 p.m. Eastern Standard Time.
The scope covers cleaning and maintenance of approximately 1,500 square feet of facility space scheduled for one day per week on Tuesdays, the crew changeover day. Required services include preliminary facility cleaning, restroom sanitation, floor care, carpet cleaning, glass and window cleaning, dusting, waste removal, recycling bin management, and fixture and furniture cleaning. Work frequencies range from daily to annual. The contractor must supply all equipment and labor; the State provides cleaning supplies. The contractor must comply with OSHA and GHS safety requirements, maintain Safety Data Sheets for all chemical products, and ensure facility security upon completion of work each day. Background checks are required for all employees.
The contract runs October 1, 2023 through September 30, 2024, with four optional one-year extension periods available through September 30, 2028. The previous contractor, Julia Haley, billed an annual calculated amount of $9,840.00. Pricing must be submitted as a fixed monthly rate for routine tasks, per-occurrence pricing for scheduled tasks, and an hourly labor rate for supplemental as-needed services beyond the defined scope. Payment is monthly upon invoice receipt, net 30 terms. The contractor must maintain commercial general liability insurance of $300,000 per occurrence and automobile liability of $300,000 per occurrence, with the State named as additional insured. Award is determined on best value basis with lowest price among conforming bidders as the deciding factor. Interested bidders may request individual facility tours by emailing before 12:00 p.m. on August 25, 2023, at their own expense. Questions are due by September 5, 2023. Bi-weekly inspections occur during the first two months, then monthly thereafter, using the State's Evaluation of Service Worksheet.
