About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is requesting quotations for custodial services at the Department of Transportation facility in Bangor, Maine, under RFQ 09A 260707-002, with quotations due July 23, 2026 at 4:00 p.m. Eastern Standard Time. This solicitation is restricted to certified Work Centers as defined in 5 MRSA 1826-B.2; only Work Centers on the approved list at bid closing are eligible to submit.
The scope covers custodial services for approximately 29,200 square feet across multiple buildings at 219 Hogan Road, Bangor — a two-story main office and laboratory building, two additional office buildings, and a fleet garage. Services are scheduled Monday through Friday between 5:00 a.m. and 11:00 a.m., with potential weekend work requiring prior approval. Required routine tasks are specified in Appendix B and include 12 monthly tasks; per-occurrence services include window washing, oven/refrigerator/microwave cleaning, carpet steam cleaning, and floor sweeping with stripping and sealing performed quarterly, plus thorough room cleaning performed annually. The contractor must maintain workers' compensation insurance; commercial general liability of $300,000 per occurrence; and automobile liability of $300,000 per occurrence, with the State named as additional insured. All materials and supplies must be OSHA-approved, non-hazardous, and accompanied by Globally Harmonized System Safety Data Sheets. Subcontracting is limited to no more than 15 percent of total contract work.
The initial contract term runs from September 1, 2026, through August 31, 2027, with four optional one-year renewal periods extending through August 31, 2031. Bidders must submit pricing on a monthly-rate basis for required routine tasks and per-occurrence rates for additional services; bids containing only hourly rates will be rejected. The previous contract holder was 3 Point Cleaning LLC with an annual calculated amount of $60,748. A pre-bid facility tour is scheduled for July 20, 2026, at 10:00 a.m. Award is made on a best-value basis to the lowest-priced qualified Work Center whose costs are deemed fair and reasonable.
