About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for custodial services at the Department of Corrections facility located at 39 Western Ave, South Paris, Maine, with responses due June 22, 2022 at 4:00 p.m. EST via the State's Advantage Vendor Self Service system.

The scope covers approximately 1,600 square feet of public-facing office space with weekly service on Fridays; specific work hours are negotiable post-award. Services include preliminary cleaning, restroom sanitation, floor maintenance (sweeping, damp mopping, scrubbing, waxing, and buffing), carpet shampooing with commercial-grade equipment, window and glass cleaning, light fixture cleaning, and waste and recycling management on daily, weekly, monthly, quarterly, semi-annual, and annual schedules as detailed in Rider A. The contractor must furnish all cleaning supplies and equipment except paper towels and toilet paper, maintain commercial-grade equipment including a HEPA-filtered vacuum and carpet cleaning machinery capable of 50 PSI cleaning solution delivery, and meet detailed quality standards for dust-free surfaces, stain-free plumbing fixtures, and streak-free glass. Personnel must pass State-approved background checks prior to facility access; the State covers up to four background checks during the initial contract period and one per optional extension at no charge, with additional checks reducing monthly invoices by $50.00 each.

The initial contract term runs July 1, 2022 through June 30, 2023, with four optional one-year renewal periods extending through June 30, 2027. The incumbent contractor, Bette-Lynn M Young dba Youngs Cleaning, received an annual calculated amount of $4,860.00. Bidders must submit monthly pricing for each contract period and extension option on the provided worksheet, plus an hourly labor rate for supplemental services beyond the defined scope. No more than 15% of contract work may be performed by subcontractors. Required submissions include bid cover page, debarment certification, subcontractor information, and a disaster recovery plan. Insurance requirements include workers' compensation, commercial general liability of $300,000 per occurrence, and automobile liability of $300,000 per occurrence, with the State named as additional insured. Individual facility tours are available by request to the Agreement Administrator before 12:00 p.m. on June 17, 2022.
