About this opportunity
The Maine Department of Corrections is requesting quotations for custodial services at its Damariscotta facility under RFQ 18A 230505-00271, with responses due July 5, 2023. A pre-bid site visit is available for prospective bidders.
The scope encompasses daily cleaning, floor maintenance, restroom sanitation, waste management, and general facility upkeep at the correctional facility. Bidders must meet specified service frequencies and quality standards detailed in the 2023 Custodial Services General Specifications. The contract structure includes an initial one-year period with four optional one-year extensions, spanning fiscal years 2023 through 2028 for a maximum five-year term.
Pricing is submitted on a dual-basis model: a fixed monthly price covering all routine custodial tasks designated in Appendix B, and individual per-occurrence rates for supplemental services (window washing, file cabinet and bookcase cleaning, and carpet cleaning) charged only upon completion. Bidders must also provide an hourly labor rate for work beyond the defined scope that the State may request on an as-needed basis. Bids containing only hourly rates will be rejected. All pricing must cover labor, materials, equipment, and overhead costs necessary to perform the services.
Award will be made to the responsive and responsible bidder offering the lowest cost meeting all specifications. Bidders should clearly itemize costs and specify whether they will provide equipment and supplies or rely on items the department furnishes. The Maine Department of Corrections will fund the contract through its operational budget.
