About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, issued RFQ #18A 220504-299 on May 23, 2022, seeking custodial services for the Department of Corrections facility at 529 Main Street, Damariscotta, Maine, with quotations due June 6, 2022.

The scope covers cleaning of approximately 1,400 square feet of leased office space, performed once per week on Wednesdays between 8:00 a.m. and 11:00 a.m. Services include hygienic restroom cleaning, waste and recycling removal, carpet vacuuming, floor mopping, counter and sink sanitization, window washing, dusting, fixture cleaning, and monthly and annual deep-cleaning tasks. All cleaning materials must be EPA-approved disinfectants for SARS-CoV-2 and meet OSHA approval standards with accompanying Globally Harmonized System Safety Data Sheets. The contractor must supply all cleaning supplies and equipment except paper towels, toilet paper, plastic liners, hand soap, urinary tablets, and sanitary products, which the State furnishes. No subcontractor may perform more than 15 percent of contracted work.

The initial contract term runs July 1, 2022 through June 30, 2023, with four optional one-year renewals available through June 30, 2027. The previous contractor, Nicole Renee Hall, received $5,130 annually. Contractors must submit pricing in Excel format covering the five-year period with monthly charges for routine tasks, per-occurrence charges for special projects and periodic cleaning, and an hourly labor rate for supplemental services. The contract anticipates 52 service days per year plus additional scheduled floor-cleaning days.

Contractors must obtain Certificates of Insurance (Workers' Compensation and Employer's Liability, Commercial General Liability at $300,000 per occurrence with the State named as additional insured, and Automobile Liability at $300,000 per occurrence), submit background check information for all personnel, comply with facility access and sign-in procedures, and provide a disaster recovery plan. The State conducts monthly performance evaluations using a standardized worksheet; contract termination is possible for documented poor performance (four or more negative responses or three poor-performance ratings) or if the facility lease is not negotiated. Award is based on best value with price as the primary factor. Interested bidders could request facility tours by May 26, 2022, limited to two attendees with COVID-19 precautions in effect.
