About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for custodial services at the Department of Marine Resources facility at 194 McKown Point Road in West Boothbay Harbor, with quotations due January 17, 2023 at 4:00 p.m. EST. This solicitation is restricted to certified Work Centers as defined in 5 MRSA 1826-B.2 — the sole eligibility gate.

The scope encompasses routine monthly custodial tasks (preliminary cleaning, restroom sanitation, floor maintenance including mopping, scrubbing, waxing, and buffing, glass and window cleaning, and waste management) performed at specified frequencies from daily to annual; four specialized cleaning tasks per contract year (window washing at interior and exterior levels, stair and railing washing, door washing, and baseboard and register washing), each occurring four times annually; and supplemental as-needed custodial labor at an hourly rate. The contractor must supply all labor, equipment, supplies, supervision, tools, and materials to professional standards. All supplies must carry appropriate certifications and Safety Data Sheets; flammable materials are prohibited from on-site storage except in designated areas. Subcontracting is limited to 15 percent of total contract work.

The contract commences March 1, 2023 and runs through February 29, 2024, with four optional one-year extensions available through February 29, 2028. Insurance requirements include workers' compensation, commercial general liability of $300,000 per occurrence, and automobile liability of $300,000 per occurrence, with the State of Maine named as additional insured. Bidders must submit pricing for monthly routine tasks, per-occurrence rates for specialized services, and hourly rates for supplemental labor, with a five-year total cost calculated across all periods and extensions. Payment is monthly upon invoice submission; the State is exempt from federal, state, and local taxes and requests quotations excluding such taxes. Quotations must remain firm for 180 days. Evaluation is on a best-value basis, with award determined by lowest price among conforming bids, provided the selected bidder has no documented poor performance or contract termination within the previous five years. Bi-weekly facility tours are required for the first two months, then monthly thereafter.
