About this opportunity

The South Dakota Department of Game, Fish, and Parks is seeking proposals from professional services firms to conduct a comprehensive Facility Condition Assessment (FCA) for concession facilities at Custer State Park. The project requires a detailed evaluation of assets across 72,000 acres, focusing on four primary developed areas: Creekside/State Game Lodge, Bluebell, Legion Lake, and Sylvan Lake. The assessment must validate existing facility inventories, assess current conditions, quantify deferred maintenance, and conduct a 20-year component renewal life-cycle analysis with associated replacement cost estimates. Required deliverables include a revised asset inventory, component inventory, detailed cost estimates, a facility condition assessment report, lifecycle and maintenance requirements workbook, and a multi-year expenditure plan. Contractors must use standardized measurement methods like BOMA and classification systems such as CSI UNIFORMAT, collect GPS coordinates, and provide cost estimates using R.S. Means construction data. The RFP is due by August 6, 2025, with fieldwork expected to be completed before late-October 2025. Inquiries must be emailed to Sean Blanchette at Sean.Blanchette@state.sd.us with the subject line "RFP #25RFP15769" by a specified deadline.

The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The procurement appears open to qualified professional services firms with specialized expertise in facility condition assessments. Evaluation criteria will focus on the offeror's specialized expertise, resources, past performance, availability, familiarity with the project locale, project management techniques, and ability to handle special project constraints. While no specific contract value is directly stated in the documents, the comprehensive nature of the assessment across multiple park areas suggests a substantial project scope. The contract is anticipated to be awarded on August 21, 2025, with a target final deliverable date of January 16, 2026. The assessment will require extensive technical capabilities, including detailed architectural, civil, structural, mechanical, plumbing, and electrical component inspections, as well as documentation of code violations and accessibility issues across various park facilities including lodges, cabins, dormitories, stores, and supporting infrastructure.
