About this opportunity
The Colorado Department of Corrections is requesting bids for dementia unit improvements at San Carlos Correctional Facility (SCCF) under IFB CMS210935, with bids due October 27, 2026. A mandatory pre-bid meeting attendance and a Colorado resident bidder preference apply.
The scope encompasses dementia care unit renovations and improvements, including replacement of light fixtures in 21 remaining cells as an additive alternate. Bidders must bid on all alternates and specify the timeline from Notice to Proceed to Substantial Completion in calendar days, plus the period for Final Acceptance. Bids that exceed the completion timeframe specified in the Advertisement for Bids will be rejected as non-responsive.
Bid security of not less than 5% of the bid price is required via a surety bond authorized to do business in Colorado. Bids must be submitted electronically via www.bidnetdirect.com/cdoc-fms and must exclude federal excise taxes, manufacturers' taxes, and state sales and use taxes. Requests for clarification must be submitted at least three business days prior to bid opening. Owner-initiated addenda will not be issued later than two business days before the bid opening date; all addenda must be acknowledged on the bid form.
For projects valued at $500,000 or more, the Buy Clean Colorado Act applies, requiring Environmental Product Declarations and Global Warming Potential limits for eligible materials. For projects valued at $1 million or more, apprenticeship utilization certifications are required for mechanical, electrical, plumbing, and related work. Colorado state prevailing wage requirements apply to projects valued at $500,000 or more with apprenticeship contribution rates. The successful contractor must provide performance and payment bonds per specified forms and maintain required insurance coverage.
Planholders must execute a Planholder Agreement prohibiting unauthorized reproduction of bid documents and requiring return of all hard-copy sets and deletion of electronic files no later than seven calendar days after bid opening. Contractors will require background clearance and consent to search prior to entry to the correctional facility.
