About this opportunity
The City of Philadelphia is soliciting quotes for maintenance services on CSX pedestrian crossing gates at the Schuylkill River Trail for fiscal year 2027 (July 1, 2026 – June 30, 2027), with quotes due July 17, 2026. This is a sole-source micro purchase under $45,000 justified by General Highway Products' continuous involvement with the equipment since project inception in August 2011 and its re-engineering of the control system integration to resolve gate-operator compatibility issues discovered during installation. The city must maintain the gates in operational condition under a PUC Court Order to ensure public safety at two at-grade railroad crossings at Race Street & Bonsal Street and Locust Street & 25th Street.
The scope covers maintenance of six MRG Magnetic Automation pedestrian railway gate operators, six magnetic locks with Z brackets, four emergency exit push buttons, and two Type 336S control cabinets. Services include twelve monthly site visits plus interim emergency calls with 24-hour response time during normal business hours (8 a.m. to 5 p.m.). Maintenance follows manufacturer specifications on 3-month and 12-month interval schedules, including lubrication, spring adjustments, bearing inspections, gearbox maintenance, and component replacement as necessary. The equipment is rated for approximately three million opening and closing cycles. Commercial Facility Services, Inc., identified as the sole distributor and manufacturer service partner for Magnetic Automation equipment in the Philadelphia region, will perform manufacturer-specified maintenance.
The estimated contract value is $33,718 for the one-year term. Sellers must quote all items to be eligible for award. Quotes must be submitted electronically through PHLContracts with a signed Consent and Authorization Agreement. The contract will be awarded as a whole or by line item, whichever serves the city's best interest, to the lowest responsive and responsible bidder. Contract performance requires general liability insurance with $500,000 per occurrence coverage, workers' compensation at statutory limits, and automobile liability at $300,000 per occurrence. Pennsylvania law governs the contract, and no work shall commence until the city issues a Purchase Order.
