About this file

This is a sole source justification letter from General Highway Products, Inc. to the City of Philadelphia regarding maintenance services for CSX pedestrian crossing gates at the Schuylkill Park Crossing Project, specifically at the intersections of Locust Street & 25th Street and Race Street & Bonsall Street. The maintenance contract covers the fiscal year 2027, running from July 1, 2026, to June 30, 2027, and references the original Pennsylvania Department of Transportation ECMS #74829. General Highway Products has maintained continuous involvement with the CSX pedestrian gates and their operational systems since the project's inception in approximately August 2011, and was responsible for integrating the project-specified pedestrian crossing gates, CSX switches, train signals, emergency pedestrian gate push buttons, audible warning systems, and pedestrian signals into the City's standard traffic control cabinet.

General Highway Products asserts that it is the sole source provider capable of delivering comprehensive service for both electronic controls and pedestrian gate maintenance and operation due to its historical involvement since project inception and subsequent re-engineering of the control system after initial installation. The company identified that gate operators were incompatible with the electronics in the traffic control cabinet, a compatibility issue that could only be discovered during installation and testing. Because the pedestrian crossing gates were specifically called out in the original bid specifications, General Highway Products maintains it possesses unique knowledge and capability to provide integrated maintenance services for the entire system, making it the only qualified vendor for this maintenance contract.

CSX Pedestrian Crossing @ Locust St. & 25th St. and Race St. & Bonsall St.

Dear Mr. Callahan:

General Highway Products has been involved in the CSX pedestrian gates and their operation from the inception (approximately August 2011). After the project was awarded General Highway

Products worked closely with the design engineer to integrate the project specified pedestrian crossing gates, CSX switch, train signals, emergency pedestrian gate push buttons, audible warning system and pedestrian signals into a standard traffic control cabinet currently used by the City of Philadelphia.

After the initial installation GHP was required to re-engineer the control system as the gate operators were not compatible with the electronics in the traffic control cabinet, something that could not be determined until the pedestrian gates were installed and tested. As mentioned, the pedestrian crossing gates were specifically called out in the original bid, therefore General Highway Products is the only company that can provide a total service package for both the electronic controls and the gates.

Very truly yours, GENERAL HIGHWAY PRODUCTS, INC.
