About this opportunity

The Colorado Department of Public Safety, Colorado State Patrol (CSP) is requesting bids for up to 800 EOTech EXPS3-0 HD rifle optics under IFB RBAA 2027-0041, with bids due October 20, 2026 at 2:00 PM MT. This is a sole-source procurement — no equivalent or alternative products will be accepted following CSP's internal Test and Evaluation process. A 3% price preference applies to Service Disabled Veteran Owned Small Businesses (SDVOSB) meeting SBA certification requirements and Colorado residency or business presence requirements.

The optics must be manufactured in the USA with EOTech EXPS3-0 HD specifications including hoodless all-aluminum housing, 68 MOA speed ring with traditional 0-reticle and single 1 MOA center dot, Quick-Detach lower 1/3 co-witness mount (1.74" centerline), adaptive auto-brightness, shake-awake capability, and Night Vision Generations I-III+ compatibility. CR123 lithium battery life must be approximately 1,000 continuous hours at daylight setting 4. The procurement includes a mandatory one-for-one trade-in buyback of existing Trijicon MRO Red Dot Reflex Sights (P/N: MRO-C-2200006) with Trijicon Lower 1/3 Co-Witness Mounts (P/N: AC32069), all in good working condition after approximately seven years of service. The vendor has five business days from receipt to verify functionality of trade-in units.

The initial order targets approximately 250 units upon award, with anticipated annual orders of approximately 250 units in subsequent years pending budget approval. The contract term is a minimum of three years with optional annual extensions to a maximum of five years. Pricing shall be firm fixed-price per unit for new optics and firm credit per trade-in unit, with total net cost calculated as (New Optics Quantity × Unit Price) − (Trade-in Quantity × Unit Buyback Credit). Prices remain firm for the initial 12 months; subsequent increases cannot exceed 5% without written agreement. All deliveries are FOB destination to CSP Materials Management Branch in Golden, Colorado. Payment terms are Net 45 days following receipt, testing, and acceptance sign-off. The vendor bears all shipping, handling, and freight costs for both new deliveries and pre-paid trade-in returns and must provide serial number tracking for all new optics. CSP performs 100% acceptance testing including physical inspection, functional checks, and live-fire zero testing. Budget approval for the initial baseline 250-unit order has been secured. Questions were due October 7, 2026 at 2:00 PM MT, with answers posted by October 9. The anticipated Intent to Award publication date is October 21, 2026, with desired Purchase Order start date of November 5, 2026. Vendors must comply with WCAG 2.1 Level AA accessibility standards, maintain $1 million commercial general liability and automobile liability insurance and $1 million cyber insurance if accessing protected information, and provide proof of good standing with the Colorado Secretary of State prior to contract execution.
