About this file

This Invitation for Bids (IFB) is issued by the Colorado Department of Public Safety (CDPS), specifically the Colorado State Patrol (CSP), for the procurement of rifle optic replacements. CSP is transitioning from legacy Trijicon MRO red dot sights to modern EOTech holographic optics to maintain operational readiness and tactical advantage. The procurement seeks to acquire up to 800 new holographic sight units over an estimated three to five-year timeframe. The deadline for written inquiries is Wednesday, October 7, 2026, at 2:00 PM MT, with answers posted by Friday, October 9, 2026. Bids must be submitted electronically through Colorado Vendor Self Service (VSS) no later than Tuesday, October 20, 2026, at 2:00 PM MT, with a virtual public bid opening scheduled for 3:30 PM the same day. The estimated Intent to Award publication date is October 21, 2026, and the desired Purchase Order start date is November 5, 2026. The resulting contract will be effective for a total term of five years from the execution date, with goods to be purchased on an as-needed basis. The State retains sole discretion to discontinue purchases or re-procure at any time during the five-year term.

Bid pricing must remain firm during the initial contract term and must include all fees associated with delivery, shipping, and installation. Award shall be made to the lowest responsive and responsible bidder based on the Total Net Cost calculated as follows: (Estimated Quantity of New Optics × Unit Price) − (Estimated Quantity of Trade × Unit Buyback Credit). As part of this procurement, CSP requires an integrated one-for-one trade-in buyback program for its legacy optics to maximize cost efficiency and offset capital expenditure. Bidders must submit both a firm fixed price for new optics and a firm credit amount for legacy trade-in units. The point of contact for all inquiries is Andrew Yancey, Purchasing Agent, at cdps_edo_bids@state.co.us, and all communications must be directed to this individual. The solicitation requires compliance with Colorado accessibility standards and Web Content Accessibility Guidelines (WCAG) Level AA.
