About this file
This is a Statement of Work for an Invitation for Bids (IFB #RBAA 2027-0041) issued by the Colorado State Patrol (CSP), a division of the Colorado Department of Public Safety (CDPS). The CSP seeks to procure up to 800 EOTech EXPS3 HD holographic weapon sights over a three to five-year period to replace legacy Trijicon MRO red dot reflex sights. The new optics must be made in the USA with specific technical requirements including hoodless all-aluminum housing, compatibility with Night Vision Generations I-III+, 68 MOA speed ring with 1 MOA dot reticle, and CR123 lithium battery power with approximately 1,000 continuous hours of battery life at daylight setting 4. The procurement includes a mandatory one-for-one trade-in buyback program for the legacy optics in good working condition. The initial order targets approximately 250 units upon contract award, with anticipated orders of approximately 250 units annually in subsequent years pending fiscal budget approval. All deliveries will be FOB destination to the CSP Materials Management Branch in Golden, Colorado. The bid due date is Tuesday, October 20, 2026, at 2:00 PM Mountain Time. The performance period shall be a minimum of three years with options to extend annually up to a maximum of five years.
Pricing shall be based on a firm fixed-price per unit for new optics and a firm credit amount per unit for trade-in optics, with total net cost calculated as (Estimated Quantity of New Optics × Unit Price) minus (Estimated Quantity of Trade-in Units × Unit Buyback Credit). Prices shall remain firm for the first 12 months following award, with any subsequent increases not exceeding 5% and requiring written agreement. The awarded vendor is responsible for all shipping, handling, and freight costs for both inbound new optic deliveries and outbound pre-paid trade-in return shipments. Payment terms are Net 45 days following receipt, testing, and acceptance sign-off by CSP. The vendor must provide serial number tracking for all new optics delivered and coordinate pre-paid logistics for trade-in returns. CSP will perform 100% acceptance testing on all delivered optics including physical inspection, functional checks, and live-fire zero testing. Award shall be made to the lowest responsive and responsible bidder offering the lowest total net cost in accordance with Colorado Revised Statutes 24-103-202. Budget approval has been secured for the initial baseline order of 250 units upon award.
