About this opportunity
Harris Health System, a Texas state and local healthcare entity under Harris County jurisdiction, is soliciting competitive sealed proposals for a Nuclear Medicine Renovation & Systems Upgrade project at Ben Taub Hospital with an estimated budget of $4,000,000. This comprehensive construction and systems integration project encompasses complete renovation of the Level 6 Nuclear Medicine Department, including installation of advanced imaging equipment (SPECT/CT systems, Nuclear Medicine imaging systems, and SPECT units), reconfiguration of existing space to create a new control room, expansion into an adjacent Fellows Room, correction of Texas Department of State Health Services deficiencies, updates to interior finishes, ceiling system replacement, code-driven layout modifications, and mechanical, electrical, and plumbing improvements. Qualified vendors must demonstrate experience with at least five similar healthcare projects and provide evidence of bonding capacity, as a 100% performance and payment bond is required. The project scope includes detailed architectural and engineering coordination across 63 sheets of drawings covering structural, fire protection, plumbing, mechanical, electrical, technology, and medical equipment systems, with compliance required to the 2021 International Building Code with Houston amendments, 2023 National Electrical Code, and ADA accessibility standards. Award will be made to the responsible vendor offering the best value based on evaluation criteria weighted as follows: Qualifications, Safety, and Past Performance (30%); Technical Approach and Methodology (20%); and Pricing (50%). A mandatory pre-proposal conference and site visit is required on May 18, 2026, at 10:00 a.m. CST at Ben Taub Hospital, 1504 Taub Loop, Houston, Texas 77030; written questions must be submitted by May 22, 2026, with responses posted by May 29, 2026; and proposals are due no later than June 8, 2026, at 2:00 p.m. CDT, with Board of Trustees approval anticipated by August 12, 2026. The contract requires substantial completion within 540 calendar days from the Notice to Proceed date, with liquidated damages of $5,000 per day assessed for work not completed within the specified timeframe.
Harris Health has established a 25% Minority/Woman-owned Business Enterprise (M/WBE) utilization goal and requires submission of a completed M/WBE Utilization Plan with Letters of Intent for each M/WBE subcontractor and current certifications prior to bid submission; failure to meet the M/WBE goal or submit sufficient documentation of good faith efforts will result in bid rejection. All contractors and subcontractors must comply with prevailing wage requirements under Texas Government Code Chapter 2258, submit certified weekly payrolls, and maintain workers' compensation insurance at statutory limits. Additionally, bidders must submit a Bid Guaranty in the form of either an individual bid bond or a bank cashier's check payable to Harris County in the amount of 5% of the total bid value. Contractors must maintain comprehensive insurance coverage including Commercial General Liability of $1,000,000 per occurrence with $2,000,000 aggregate, Automobile Liability of $1,000,000, Workers' Compensation at statutory limits with $1,000,000 employers' liability per accident and per disease, and Umbrella Liability of $1,000,000 each occurrence and general aggregate, with Harris Health named as additional insured on all applicable policies. The project requires integration with existing hospital systems and coordination with Owner-furnished fixtures and separate contractors for specialized installations, and all contractors must comply with Harris Health's comprehensive facilities engineering policies, including mandatory training, security protocols, HIPAA requirements, vaccination compliance, and hot work permits. Payment terms are Net 30 from invoice approval, with retainage held at 5% of each progress payment until final payment, which is contingent upon submission of all payroll records, lien waivers, warranties, occupancy certificates, and project record documents. The estimated project budget is $4,000,000 with pricing required to be all-inclusive with no separate line-item rates accepted.
