Project Manual Summary: Harris Health System BT Nuclear Medicine Renovation

This Project Manual prepared by Page Southerland Page, Inc. (now Stantec) on behalf of Harris Health System outlines the specifications and general requirements for a nuclear medicine department renovation at Ben Taub Hospital in Houston, Texas. The project involves interior renovation, imaging equipment replacement, and cosmetic upgrades to an existing nuclear medicine department within an operational hospital facility. The scope of work is defined under a single prime construction manager contract with an issue date of March 12, 2026. The project requires coordination with Owner's existing operations, including 72-hour advance notice for activities affecting hospital operations, maintenance of existing exits and walkways, and potential partial occupancy before substantial completion. The manual establishes comprehensive specifications across multiple divisions covering structural steel, hollow metal doors and frames, architectural hardware, flooring systems, finishes, mechanical systems, and electrical infrastructure, with particular emphasis on fire-rated assemblies, sound-rated partitions, and specialized medical equipment support systems. The project involves coordination with Owner-furnished fixtures, Owner's not-in-contract information technology systems, and separate contractors for testing laboratory services and specialty installations.

The manual specifies a construction manager delivery method with emphasis on quality assurance through independent testing agencies for specialized work including structural steel inspection, concrete testing, HVAC commissioning, and fire-rated assembly verification. Project closeout requirements include substantial completion certification with punch list resolution within 30 days, final completion procedures, operation and maintenance data submission, and demonstration and training of Owner's personnel. The contract includes provisions for temporary facilities, waste management and recycling, protection of existing conditions, and coordination with the building's fire-suppression, plumbing, mechanical, and electrical systems. Specific performance requirements address fire-resistance ratings, sound transmission control, accessibility standards, and seismic design criteria. The estimated project budget is $4,000,000, with the project located at 1504 Taub Loop, Houston, Texas 77030, under the authority of Harris Health System with the project manager identified as DeMarques Potter.

B. Owner Occupancy of Completed Areas of Construction: Owner reserves the right to occupy and to place and install equipment in completed areas of building, before Substantial Completion, provided such occupancy does not interfere with completion of the Work. Such placement of equipment and partial occupancy shall not constitute acceptance of the total Work.

2. Obtain a Certificate of Occupancy from authorities having jurisdiction before Owner occupancy.

3. Before partial Owner occupancy, mechanical and electrical systems shall be fully operational, and required tests and inspections shall be successfully completed. On occupancy, Owner will operate and maintain mechanical and electrical systems serving occupied portions of building.

4. On occupancy, Owner will assume responsibility for maintenance and custodial service for occupied portions of building.

1.7 SPECIFICATION FORMATS AND CONVENTIONS

A. Specification Format: The Specifications are organized into Divisions and Sections using the 50-division format and CSI/CSC's "MasterFormat 2010” numbering system.

1. Section Identification: The Specifications use Section numbers and titles to help cross-referencing in the Contract Documents. Sections in the Project Manual are in numeric sequence; however, the sequence is incomplete because all available Section numbers are not used. Consult the table of contents at the beginning of the Project Manual to determine numbers and names of Sections in the Contract Documents.

2. Division 01: Sections in Division 01 govern the execution of the Work of all Sections in the Specifications.

B. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations.

These conventions are as follows:

1. Abbreviated Language: Language used in the Specifications and other Contract Documents is abbreviated. Words and meanings shall be interpreted as appropriate.

Words implied, but not stated, shall be inferred as the sense requires. Singular words shall be interpreted as plural, and plural words shall be interpreted as singular where applicable as the context of the Contract Documents indicates.

2. Imperative mood and streamlined language are generally used in the Specifications.

Requirements expressed in the imperative mood are to be performed by Contractor.

Occasionally, the indicative or subjunctive mood may be used in the Section Text for clarity to describe responsibilities that must be fulfilled indirectly by Contractor or by others when so noted.

a. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.
