About this opportunity

The Canaveral Port Authority is requesting proposals for a Design-Build project to construct the Cruise Terminal 3 West Parking Garage at Port Canaveral, Florida (RFP 26-13/PN 26-001), with proposals due July 30, 2026, at 2:00 PM EDT. The scope encompasses design, permitting, and construction of a parking garage with 2,200 parking spaces across six levels with expansion capability. A non-mandatory pre-proposal site visit occurred on June 24, 2026; questions were due July 23, 2026.

Design-Build Teams must demonstrate experience with at least three parking garage structures of six or more levels with minimum 2,000 parking spaces within the past ten years, each with total construction value of $10,000,000 or more, all performed in Brevard County or Florida. Proposers must submit a detailed cost estimate identifying the guaranteed maximum price for the Base Bid Item and include a $2,500,000 allowance; an optional additive alternate for an elevated pedestrian covered bridge is available.

The evaluation process is one-step, scored on 250 points: qualifications (20), design and construction schedule (20), technical submittals and innovation (20), maintenance of traffic and construction phasing (20), value engineering (5), organizational charts and resumes (10), methodology (10), safety (5), references (10), and presentations and Q&A (50). Pricing is weighted on an 80-point scale with lowest proposal receiving maximum points. All proposals must be accompanied by a 5% bid bond or cashier's check. Liquidated damages are $10,000 per day for schedule delays beyond the November 5, 2027, substantial completion date. Notice to Proceed is anticipated in September 2026. The successful proposer must provide a Public Construction Bond equal to the full contract amount and evidence of required insurance coverage prior to contract execution. Selected proposers must attend presentations on August 5, 2026, followed by a selection committee meeting at 2:00 PM that day; final ranking will be presented to the Board of Commissioners for approval on August 19, 2026. TWIC badging is required for personnel at other port facilities; contractor and subcontractor badging is required during construction.
