About this file

This is a Notice of Meeting Change issued by the Canaveral Port Authority regarding RFP-26-13 for the Cruise Terminal 3 West Parking Garage Design-Build project. The Canaveral Port Authority is soliciting Design-Build proposals for construction of a six-level parking garage with 2,200 parking spaces and expansion capability at Port Canaveral, Florida. Proposals were due July 30, 2026, at 2:00 PM EDT, with a non-mandatory pre-proposal site visit held on June 24, 2026. The notice announces a rescheduling of the Selection Committee presentations and meeting, originally scheduled for August 5, 2026, to August 10, 2026, with presentations proceeding as planned but the Selection Committee meeting moved to 10:00 AM on the new date. The presentation and meeting locations remain unchanged. Final ranking will be presented to the Board of Commissioners for approval on August 19, 2026, with Notice to Proceed anticipated in September 2026 and substantial completion required by November 5, 2027.

Design-Build Teams must demonstrate experience with at least three parking garage structures of six or more levels with minimum 2,000 parking spaces within the past ten years, each with construction value of $10,000,000 or more, all performed in Brevard County or Florida. The evaluation process uses a 250-point scoring system covering qualifications, design and construction schedule, technical submittals and innovation, maintenance of traffic and construction phasing, value engineering, organizational charts and resumes, methodology, safety, references, and presentations and Q&A, with pricing weighted on an 80-point scale where the lowest proposal receives maximum points. All proposals must include a 5% bid bond or cashier's check and a detailed cost estimate with guaranteed maximum price for the Base Bid Item including a $2,500,000 allowance. Liquidated damages are assessed at $10,000 per day for schedule delays beyond the substantial completion date. The successful proposer must provide a Public Construction Bond equal to the full contract amount and evidence of required insurance coverage prior to contract execution.
