About this file
This is an Addendum 1 document for RFP 2613 related to the Cruise Terminal 3 West Parking Garage Design-Build project issued by the Canaveral Port Authority in Florida. The addendum modifies the original request for proposals for the design, permitting, and construction of a six-level parking garage with 2,200 parking spaces and expansion capability at Port Canaveral. The project requires Design-Build Teams to demonstrate relevant experience with at least three comparable parking garage structures of six or more levels containing a minimum of 2,000 parking spaces completed within the past ten years in Brevard County or Florida, each with a construction value of at least $10,000,000. A non-mandatory pre-proposal site visit was held on June 24, 2026, with questions due by July 23, 2026, and proposals due July 30, 2026, at 2:00 PM EDT. Selected proposers must present on August 5, 2026, with the selection committee meeting at 2:00 PM the same day, and final ranking to be presented to the Board of Commissioners on August 19, 2026. The Notice to Proceed is anticipated in September 2026, with substantial completion required by November 5, 2027.
Proposers must submit a detailed cost estimate with a guaranteed maximum price for the Base Bid Item and include a $2,500,000 allowance, with an optional additive alternate available for an elevated pedestrian covered bridge. All proposals must be accompanied by a 5% bid bond or cashier's check, and pricing is weighted on an 80-point scale with the lowest proposal receiving maximum points. The overall evaluation utilizes 250 total points across multiple criteria including qualifications, design and construction schedule, technical submittals and innovation, maintenance of traffic and construction phasing, value engineering, organizational charts and resumes, methodology, safety, references, and presentations. Liquidated damages are assessed at $10,000 per day for schedule delays beyond the substantial completion date. The successful proposer must provide a Public Construction Bond equal to the full contract amount and evidence of required insurance coverage prior to contract execution. TWIC badging is required for personnel at other port facilities, and contractor and subcontractor badging is required during construction.
