About this opportunity
The Board of Education of the Fontana Unified School District is requesting proposals for crossing guard services under RFP No. 26/27-0008, with sealed proposals due August 20, 2026 at 2:00 pm through the OpenGov procurement portal, and questions due August 12, 2026 at 2:00 pm.
The RFP is issued in partnership with Etiwanda School District and the City of Fontana. The scope covers trained, professional crossing guards at approximately 78 designated school crossing locations within FUSD and ESD boundaries, Monday through Friday for approximately 180 school days per academic year, with a maximum of three hours per site. Specific locations and service windows are detailed in Exhibit A and include morning arrival (typically 6:50 am to 9:00 am) and afternoon dismissal (typically 2:05 pm to 3:50 pm) coverage.
Crossing guards must hold a California driver's license or ID, pass LiveScan fingerprinting clearance, demonstrate English proficiency with Spanish bilingual preference, and hold current first aid and CPR certification. The contractor must maintain a 98 percent attendance rate, provide a substitute pool of at least 15 percent of total staff, and conduct comprehensive initial and quarterly refresher training. Comprehensive insurance requirements include public liability, property damage, and workers' compensation, with the District named as additional insured. Workers' compensation compliance with California Labor Code Section 3700 is mandatory before performance begins.
Bidders must submit hourly rates for supervisors, crossing guards, assistant crossing guards, emergency services, and other services as needed. Evaluation weighting is pricing at 40 percent, support service solution and scope compatibility at 30 percent, experience and expertise at 25 percent, and proposal format at 5 percent. Price escalation is capped at 5 percent annually or the Consumer Price Index for Los Angeles/Riverside/Orange County, whichever is less, and must be substantiated.
The initial contract term is one year with options for four additional successive one-year extensions, not to exceed five years total. Cost allocation among the three participating agencies will be determined by mutually agreed-upon methodologies based on assigned crossing locations, staffing levels, and hours of service. The District anticipates issuing a Notice of Intent to Award by August 25, 2026, with Board approval and contract award on September 23, 2026. Proposers must certify equal opportunity employment status, Iran Contracting Act compliance, federal record retention requirements under 2 CFR 200.333, debarment eligibility, non-collusion, and Russian sanctions compliance if cumulative contract value reaches $5 million.
