About this opportunity

The City of Detroit Office of Contracting and Procurement, on behalf of the Office of Civil Rights, Inclusion and Opportunity (CRIO), is seeking qualified firms to develop and maintain a comprehensive cannabis licensing software platform that will streamline and automate the licensing and renewal processes for marijuana licenses issued by the City of Detroit. The software must include an online application portal, workflow automation, document management, secure payment integration with PCI compliance, renewal notifications, reporting and analytics, role-based user management, and system integration capabilities. Deliverables include user acceptance testing, system deployment, comprehensive training, ongoing maintenance and support, and project management throughout the contract lifecycle. Qualified respondents must demonstrate at least three to five years of experience implementing and managing payment platforms for at least three municipalities or government entities of similar size or larger than Detroit, along with strong financial stability and robust security measures, including ISO 27001 certification or a current SOC 2 Type 2 Report. The contract structure consists of one-time implementation fees for project management, business analysis, configuration, data conversion and migration, and training, followed by recurring annual fees for system licensing and support over a five-year initial term with two optional one-year renewal terms, subject to Detroit City Council approval. Technical proposals will be evaluated on respondent experience (15 points), approach and implementation plan (20 points), technical requirements and deliverables (60 points), and pricing (5 points). Questions must be submitted by May 11, 2026, at 2:00 PM EST, and proposals are due by May 27, 2026, at 3:00 PM EST through the EUNA Bonfire Supplier Portal. The City anticipates making one or multiple awards.

This procurement is open to all qualified respondents but provides equalization credits of one to five percent for certified Detroit-based businesses, small businesses, micro businesses, and joint ventures or mentor ventures that meet specific requirements established by the City of Detroit's Equalization Credit Statement. Under Detroit City Municipal Code Section 17-5-12(c)(1), the lowest equalized bidder receives the contract award provided the equalized bid does not exceed the lowest responsible bid by no more than twelve percent or $100,000, whichever is less. No incumbent vendor or current contractor is identified in the procurement documents. Successful respondents must complete notarized consolidated affidavits, provide three years of financial statements, obtain City of Detroit Treasury Clearance (requiring a minimum of ten days following application submission), and provide proof of System of Awards Management (SAM) registration for federally funded projects. All contractors must maintain comprehensive general liability insurance with a minimum of two million dollars per occurrence, cyber liability insurance with a minimum of one million dollars per claim, and errors and omissions insurance as specified in the model professional services contract. The contract requires the contractor to maintain ISO 27001 certification or provide a current SOC 2 Type 2 Report and deliver proof of such certifications upon execution and annually thereafter. While specific award values or budget ranges are not disclosed in the RFP documents, vendors must submit detailed pricing matrices for both mandatory base platform services and optional professional services, with all pricing required to remain firm for the life of the contract.
