About this file
This is an Equalization Credit Statement issued by the City of Detroit Office of Contracting and Procurement and the Department of Civil Rights, Inclusion & Opportunity, effective March 20, 2024. The document outlines the equalization credits and competitive advantages available to certified businesses participating in procurement and contracting bidding opportunities with the City of Detroit. Certified vendors meeting one of nine designations—including Detroit Based Business, Detroit Resident Business, Detroit Headquartered Business, Detroit Based Small Business, Detroit Based Micro Business, Construction Workforce Investment Business, Construction Workforce Development Business, Joint Venture, or Mentor Venture—are eligible to receive equalization pricing credits upon submission of valid business certification at the time of bid. Businesses interested in certification should contact the Civil Rights, Inclusion & Opportunity Department at 313.224.4950 or CivilrightsCert@detroitmi.gov. Joint Ventures and Mentor Ventures must submit written agreements demonstrating that one partner is a certified Detroit-based business and meet specific thresholds for performance responsibility and compensation sharing.
The equalization allowance credits range from one to five percent depending on business classification, with Detroit Headquartered and Detroit Resident Businesses receiving the highest credits at five percent, while Mentor Ventures receive one percent. A business can hold only one primary designation and cannot simultaneously claim both Joint Venture and Mentor Venture status or both Small Business and Micro Business certifications. Per Detroit City Municipal Code Section 17-5-12(c)(1), the lowest equalized bidder receives contract award provided the equalized bid does not exceed the lowest responsible bid by more than twelve percent or $100,000, whichever is less. The Purchasing Director may also limit bidding to Detroit-based businesses, small businesses, or micro businesses when at least three eligible certified firms exist, in which case equalization factors do not apply to those solicitations.
