About this opportunity
Milwaukee County is seeking a comprehensive mental health services vendor for its Correctional Staff through Request for Proposal (RFP-2025-014), a reissued solicitation targeting mental health support for correctional personnel at the Community Reintegration Center (CRC). The county aims to contract with a qualified vendor to provide services designed to help staff manage work-related stress, prevent burnout, and promote overall well-being through individual counseling, group therapy, stress management workshops, crisis intervention, and ongoing mental health education. Proposing vendors must have licensed mental health clinicians legally authorized to practice in Wisconsin, with at least three years of experience providing services to law enforcement, corrections, or similar high-stress professional environments. The evaluation will be comprehensive, scoring vendors on experience, program approach, resources, staffing, and data management, with a total possible 100 points and an additional 10% available through interviews with shortlisted offerors. The RFP was issued on July 7, 2025, with a pre-proposal conference held on July 18, 2025, and proposals due by August 15, 2025. The anticipated timeline includes preliminary evaluations from August 18-22, 2025, with a potential notice of intent to award around September 22, 2025, and a projected service start date of January 2026.
The solicitation includes opportunities for Targeted Business Enterprises (TBEs), offering 100 points for certified diverse businesses and 50 points for non-certified diverse businesses, including LGBTQ-owned, veteran-owned, and service-disabled veteran-owned enterprises. The current mental health services program is considered a pilot previously provided by Knox Behavioral Health Solutions, and the county expects future vendors to develop their own program without relying on the incumbent's existing materials. Vendors must be prepared to retain records for seven years and provide at least three references from relevant agencies. The contract structure allows for an initial three-year term with potential for up to two additional one-year renewals, creating a possible total contract period of five years. The estimated annual budget ranges from $60,000 to $100,000, with a total potential contract value of $500,000 for the full five-year term. Proposing organizations must comply with Milwaukee County's racial equity goals, information technology policies, and provide comprehensive insurance coverage, including professional liability and medical malpractice insurance with specific minimum coverage limits.
