About this opportunity

The Oregon Department of Transportation (ODOT) issued a Mini-RFP for Crash Data Safety Consultant Support Services (S-73000-00016737) with a proposal deadline of May 7, 2026. This procurement seeks a crash data safety consultant to provide expertise and statewide implementation support services through a Work Order Contract assignment under the Transportation Land Use Planning 2021 (TLUP 21) Price Agreement series. The project encompasses three major initiatives: Crash Data System Replacement (CDSR) aligned to MMUCC 6 standards, Law Enforcement Electronic Data Collection (LE-EDC) system implementation, and Statewide Electronic Data Collection (SEDC) program support, with work extending from June 2026 through January 2030. Primary deliverables include project management and coordination, LE-EDC needs assessment, CDSR reporting needs assessment, policy and procedures development for both systems, implementation analysis, and LE-EDC implementation strategy development. Proposals will be evaluated on 100 maximum qualification points distributed across five criteria: Understanding of Requested Services (30 points), Specific Experience of Key Staff (20 points), Availability and Capacity (20 points), Project Samples (20 points), and Clarity and Conformity with Requirements (10 points), plus 20 points for price evaluation, with potential additional interview scores of up to 50 points at Agency discretion. Required proposal submittals include a completed cover sheet, a technical proposal (maximum 2 pages), three key staff resumes (one page each), two project references, and a cost breakdown. The Notice of Intent to Award is estimated within 2 business days after scoring completion, with contract execution targeted for June 15, 2026.

Eligibility is restricted to consultants holding existing Price Agreements in the specified TLUP 21 series (PA numbers B38911, B38912, B38913, B38914, B38916, B38917, B38918, B38922, and B38923), creating a limited pool of qualified respondents. The solicitation contains no stated Disadvantaged Business Enterprise (DBE) participation goals or Certified Small Business aspirational targets; however, the Notice of Intent to Award indicates that the selected consultant's Breakdown of Costs must demonstrate subcontractor utilization to meet any DBE goals specified in the Mini-Solicitation. DKS Associates was identified as the top-ranked firm through the evaluation process and has been selected to negotiate the Work Order Contract, with Project Manager Jessika Lora designated as ODOT's primary point of contact. Compensation will be negotiated with the selected consultant and may utilize Cost Plus Fixed-Fee (up to a maximum Not-to-Exceed amount), Fixed Price for all Services, Fixed Price per Deliverable, Fixed Price per Milestone, Time and Materials (up to a maximum Not-to-Exceed amount), or Price per Unit methods, with final costs to be determined during contract negotiation. The project is funded through NHTSA grant money, and a proposer's offer remains firm and binding for a minimum of 180 days following the Bid Opening Date, with ODOT retaining the right to make additional awards for up to 9 months following the Mini-RFP close.
