About this file
This is a Notice of Intent to Award issued by the Oregon Department of Transportation Procurement Office for Crash Data Safety Consultant Support Services (S-73000-00016737). DKS Associates has been selected as the top-ranked firm to negotiate a Work Order Contract for personal services. The project manager assigned to oversee this engagement is Jessika Lora, who will initiate contact with the selected consultant and serve as the primary point of contact for negotiations regarding the statement of work, schedule of performance, and costs. ODOT has established a deadline of June 15, 2026, for Work Order Contract execution, with negotiations on the statement of work and breakdown of costs to be completed within one week of the notice date. The contracting process requires submission of required award submittal items including a Breakdown of Costs, Certificates of Insurance, COI Disclosure, and OPO Form 173 V120121.
The Breakdown of Costs must demonstrate subcontractor utilization to meet the Disadvantaged Business Enterprise goal specified in the Mini-Solicitation. No work is authorized until the Work Order Contract is fully executed and the consultant receives written Notice to Proceed from the ODOT Project Manager. If agreement on costs, tasks, or other contract requirements cannot be reached within the negotiation timeframe and both parties are negotiating in good faith, additional time may be mutually agreed upon. Should negotiations fail to reach agreement, ODOT reserves the right to terminate negotiations with DKS Associates and commence negotiations with the next highest-ranked firm as outlined in the solicitation documents and applicable Oregon Administrative Rules.
